That's what I thought too! I guess that all of the authors just don't bother to pack their apps...
Strange... I packed my HDL_SRV.ELF from 160kB to 65.3kB and it works like a charm...
What's weird about packing Infinity Manager is that when you pack the version that came with the F/W v1.21 it shrinks to 64kB but when you use the one which came with the v1.31 it only goes down to about 76Kb. And they are supposed to be exactly the same damn program(v1.01b)...! 
DMS HDD Tool goes down from 134KB to 119kB which isn't that much.
All these tests were made using ps2-packer-lite 0.45 with its default packer.
EDIT : The new Dev2Installer goes down from 302988 bytes to 148605
