The Mod-Chip just emulates the protection found on original PS2 discs...
The protection scheme is totatlly different to Xbox. While Xbox does apparently not use a hardware based protection, it includes signed XBE's.
PS2 uses only a hardware protection to detect, wheter a CD/DVD is original Sony pressed or copied (CD-R/DVD-R, HK silver)
Just like the old PSX modchip injected a serial datastream of SCEI SCEA SCEE present in the wobble track of an original CD, but lacking in a copied CD-R or HK silver.
The firmware we are talking about is only for the modchip... The chip does not in anyway replace the consoles firmware, it just patches it and the data coming from the drive.
I think, using Action Replay MAX it's not possible, but using Action Replay 2 it was possible to use a method of swapping with a knife...
But i do not recommend any swapping technique (such as Z's crappy Swapmagic), because you damage the drive using such techniques, also some games cause problems because of the TOC...
The best and cleanest solution is a mod chip.
Also, for Xbox, you don't even need a chip, you can just TSOP-flash it... So you see, it's totally different protection used.
