They haven't done anything except compile various fixes onto one page.
A 7805 is a 5V regulator... a LM317 is a variable regulator... they have just floated the 7805 a bit to increase the voltage rather than using an adjustable regulator like they should have.

They need to give credit where credits due.

Its the same as if I said use a potentiometer adjusted to 560R / 1.8K instead of a fixed resistor and tried to call it the Toobs fix and claimed its superiority over SummOne's fix even though its the same thing!
