    Help!! i need someone to convert these files into a .cue file, its to play pal games on ntsc tv's!

    I think you are confused as to what you are trying to do.

    To convert a game from PAL to NTSC without a Video signal convertor, you will need to alter the game itself. Pluse the program you included doesn't even look like it is for PS2 games as cdi is not widely used anymore. Most likely it is for dreamcast.

    Try a program call NTSCONV. Try to search for it, should be easy to find.

    The steps are.
    1. obtain the CD image of the game in cue/bin format. this could be a DVDRip or copy if a CD.
    2. run ntsconv -n name_of_bin_file.bin (its also have a windows gui maybe you can try that) this will alter the bin file
    3. burn the new cue/bin onto a CD.
    4. this CD should now be a NTSC game.
    PS2: NTSC 39001 V7 + Messiah 2
