I actually always cover the chip with electrical tape to prevent a short. But thank you for at least giving an answer other than... "Don't use clones"

I had this trouble a while ago using a magic v (acts like no chip) I changed the pwr to an alternate spot. Don't ask me why it started to work but it did.It was like the pwr spot that I was originally connected too was damaged somewhere inside the MB where you couldn't see (but not damaged enough to stop the ps2 working) I don't know if this is your problem or not but I thought I'd just let you Know. By the way all the wires and soldering looked perfect but it refused to work until I moved the pwr wire.
