Hi, there is no law to tell you that modchip is legal.
Only law exist to tell that somethings or others are illegal.
so
check if backup(with original) are legal in your countries
if yes so you can put a modchip to read backup on you ps2.
Note: if you consider the fact that ps2 not read all region :USA, NTSC, PAL
in europe.
Making that kind of system is ILLEGAL !!!!
Yes for OMC (Mondial Organisation about Commerce) it is illegal to make a product and limits its use for a countrie (fact in europe).
But there is a lot of things also.
what i want to tell you is that you have to check the law and see if a modchip is illegal by this law.

As far as I know now is that a backup is illegal, regardsless if you own the original or not.
But there are a lot of company's offering modchips and ps2 modding.
I don't get it. If it's illegal, nothing is done about this?
Usually they are two very different laws.
Once a law is established that makes backing-up software illegal, then another is made to make modchips illegal also. This must be done because modchips can do so many things above and beyond playing copies. This is the basis of the court battle currently being fought between Eddy Stevens and Sony in Australia... Eddy wants the courts to realize that the modchip is NOT JUST ABOUT PIRACY.
Here in canada, the law allows the use and making of backups of any software that we legally own, so there'd never be a law on the books to make modchips illegal. Phew.
