Yepp, that is a long-wanted feature. 
A few other things, which would be important:
-Making use of the currently still encrypted blocks in the DVDELF.bin, if possible at all...
-A small light-wight ps2-(ELF-)unpacker-stub, which has a better packing-ratio then the currently used one.
I think there should be enough space for that feature, if the HD-Drivers would be external (like the X-Modules on those old JAP PS2s; or the USB-Drivers).
It also would be nice to have a way to 'resize' the KELF somehow...
