Magic 3 V4 pads missing alternate points?

OK, I got this PS2 from somebody that tried to do it themself and fuxored it big time. They ripped up the two pads for points V and R. Now I am thinking those pads just correspond to the other side of the bios correct? If I solder to legs 8 and 9 on the right side of the BIOS will that work. Why I am asking is because the thing boots but doesnt boot any that isn't original. I am just trying to figure out if those two points are my problem or if it is something else. I attached a pic of what I am talking about with hopes to make it a little clearer. Thanks again for any and all help.
