Kynar isn't very good wire for the vias. Enamelled Copper Wire is.
Kynar is fine as long as you know how to solder and can strip it ok first.
Never had problems with it - it tins very easily.
Enamelled wire is good as it comes in smaller sizes but it is also a bitch to strip.
I think both are good.
I can happily use either of these types of wires on via's easily enough and I personally don't scrape the top to assist bonding but I know others do.

Yes - I sort of mix and match as well...
I use A B C H and I also on top and the vias on the underside to avoid needing to solder to the chip legs.
My picture just illustrates all of the vias just in case one is so inclined to use them.
