This is a common problem with Magic 3.1's killing the BA5815FM IC. If you relace this chip, then there's a 99% chance that this will fix your no disk spin problem. But DON'T re-install the Magic chip, otherwise you risk blowing the new BA chip.

did it all of a sudden jsut stop? or after reassebling?

It's not a fault of magic 3.1 if it's original one not clone. I have installed more then 200 magic 3.1 and no one failed !!! It can be bad installation result with any modchip.
I can't say for what happends with your success rate, but here in Australia, the majority of damaged BA chips have been caused by Magic 3.1's. I admit that any other mod can also cause this failure, but here its the Magic chip, not only installed by myself, but quite a few other mod chippers within our circle here in Oz.It's not a fault of magic 3.1 if it's original one not clone. I can't say for certain if they were the true Magic's or just clones.
I flatly refuse to install them, even if the customer supplies the chip.

Could it be a blown fuse and if yes which one to check.
No chip can be blamed for a failure, have you backed out of install?
I will try to remove the mod chip and see if it returns to normal. how can you tell if the BA5815FM IC is bad any measurements to verify that the chip is bad.
There is a thread here somewhere (search on BA58 and BA66) which points to the data sheet. Then you can test the voltages (if you are competent and careful).
Maybe a pro needs to see this PS2.
