the chip is acting like it has no power, or the ps2 won't turn on?...i'd make sure your power supply is seated correct, and the power supply fuse is good...then report back, see if we can help

during my disassembly, i removed the fan plug and had to solder it back to the motherboard. If it is not soldered back properly, could it be the cause?

yes if it's not soldered correctly it will not have power
the fan will have no affect on the power not coming on. Check the reset/eject cable, maybe you damaged it. Check the power supply fuse. If it still doesnt work check all the surface mount fuses on the ps2 board ( note: there are guides and diagrams in the FAQS & Guides forum ). If that still doesnt help the take out the chip and return the ps2 to normal working condition. You might want to consider getting some professional assistence.
I found and fix the problem with a multimeter (wires D and E were messed up).
The fan is not spinning. How do I test the fan connector to see if I soldered it properly before i assemble it?
Also, does the dms3 chip let play CD-RWs? I burned two CDs (pgen), the CD-R worked but the CD-RW did not.
During my installation, I touch the solder iron with the some of the wires and burned some of the plastic off. Should i do anything about those wires?
PS2s aren't supposed to read CDRWs... sadly.. but dvdrws will work.
