It would be a very strange situation that with a short in the Bios legs you could get the PS2 to work (to display anything).

Have you checked the legs for continuity with a multimeter? Check them first to be sure, sometimes you can bet there's a short, but the multimeter has the last word

    Tell us what happens.

    Greets!

I definately would not remove the bios chip...your best bet is to get some desoldering braid...and lay it across the pins and heat it with your iron. This should suck up the solder from between the pins. Then check to see if there is continuity between the pins that were previously bridged using a digital multimeter.

First I would do the multimeter and check to see where the problem is. The braid would and could also suck other solder off the board where the legs connect to the motherboard so that isn't always a good idea, easpecially if your not used to doing it.
Multimeter and a magnifier would work, if you see solder, just try to use a pin or something to knock it off if possible.
