How do you take out a fuse??

Thanks to the help from many ppl on this board, espicially psx-tech, I think im getting closer and closer to my problem. I still need help though....how do you take out a fuse. Im trying to replace PS11...but I have no idea how to take it out, and im not trying to mess it up even more. Thank alot.

you could take some needle nose pliers, pull up while heating each side. Tweezers works to
