help v9 dvd not spinning

can you help the ps2 don't spin when a dvd is inserted i have tested the coils the tracking coil is at 6.1 and the focas is at 2.3 is this a la problam or la/lb prob all i get is menu screen roll

The LA is burnt. Both coils should be around 4-5ohms. Your focus coil is way of course. So yeah, new LA chip and probably new laser would fix your problem. Next time do the romeo mod.
