faulty dms3, broken ps2?

Hi, I bought a dms3 and I was'nt able to install it, so I ask to an exepert guy. After the installation the ps2 did'nt work, blank screen with green e red led on, I tried the sleep mode, but still nothing. We check for bridges and connections, but still not working, He took everything away, still not working
After he check the chip and he told me that the dms3 is in short circuit.
Wath U think? Did anyone had a similar (bad) experience.

The ps2 is (was) a pal v7.

umm lets see check the fuses on the board with a multimeter
