all wires look great and no bridging
all wires tested from chip to next point on track after solder point, and all test fine.
the ps2 boots up normal. the led indicator for the chip doesnt light up at all.
what could this mean, i tried diffrent power and grounds with no sucess.
anyone?

i can but not good enough to see whats going on.,
i checked all bios point and their are no shorts or bridged connections.

The the chip doesn't have an LED so it won't light up. If you mean the external LED that comes with the chip then yes it should be lit orange/yellow color when the chip is enabled and off when the chip is disabled. Have you tried playing backups? maybe its just the LED is bad.

yes the external led.
and the led does work becuase i tested it with a multimeter and it lit up,
yes i tried playin backups,
befor i installed the duo3, i tried a magicv or something as he brought it with the ps2 and the diagram, and it winded up not working cuz the chip want compatible due to the timing wire or something, would this have anything to do with the timing?
