DUO2 and japanese PS2

I bought a Japanese PS2 and put in a Duo2 Chip in it.
The Duo2 chip does nothing and I checked my work when installing the chip 5 times. I used the instructions for a Version 4 gap PS2 board. The model number for the Japanese PS2 is SCPH-30000.
Then i visited the official duomodchip site and found this:

DUO2:
Jumperless solution for v1-v10 Pal and US machines.
17 & 21 wire solution.

So does that mean that DUO2 is for PAL and USA PS2 only???????

Please help.
