DMS3 questions

have some quick questions for people using dms3.

leaving states in dec and taking my ps2 to india. deciding which modchip to get to play anyregion/backup games as well as dvd movies.

Ive heard the dms3 chip on an ntsc console wont playback pal games/movies. Any truth to this.

if it is i might be better off getting a pal console over there.

Any solutions to my problem: Best way to get my ntsc system modded for functioning with all region/system movies and games.

any thought are much appreciated

thats what i thought. bummer.
but what about the other way around- suppose i get a pal console and install dms3- will that allow playback of ntsc movies?
