i got a bunch of chips in today, and i was looking over them, and two seem really strange to me...
1. has the capacitor on the ground line, but no other capacitor on the board, looks like they were never soldered on??...if you want more detail...between the a and b points on the chip there is a cap, below the v line on the chip there is a cap, and after the diode there is a cap, they're all not there, and look like they never were???
2. has multiple pins at the top of the actel chip bridged,...there are 3 different spots where 2 pins are bridged together??

Just wondering if thses are very very bad things, or something else...i have a bunch and none others are like this, so if anyone could let me know it'd be appreciated...
