Apparantly the RGB fix causes problems with component video on a PS2. I remember various issues using component video and the neo4 because the RGB fix is done on chip whether you like it or not. Remove the RGB fix and try it. You don't need the RGB fix with component anyway as the green screen protection is unique to RGB. The green isn't transmited on component, it is made up from blue, red and luminance so it doesn't need the fix. Also when watching a DVD on the PS2 using a component cable, the quality is the similar to S-Video as the Red and Blue is compressed, but only for DVD's, hence no need for the RGB fix. Games on the other hand give true colour difference(component video).
