Cheap modchip

Do all modchips support the use of harddrives. What are some of the ones on the cheaper side ($30-$50 with install). Firmware upgrades are not that important (if it works with cd/dvd bkps and hdds then i don't need to change it).

if the duo3 had dev1 mode, it would be so handy for him to run hdloader off memory card although he still can run hdloader on cd with the chip installed.
