cd-rom doesn`t turn

When I put a cd into my tray it doest`t turn at all
What could be the problem

if it does not turn at all without any clicking i would point towards a damaged optic ribbon cable problem or an onboard fuse has gone down.

Whitch fuse could it be
Ribbon cable is ok

Could it be PS12 (1,2A) function 12 V Spindle Drive IC
Mainboard is a V7
How can I check this fuse whit a multimeter

Good fuse = 0 Ùhms
bad fuse = infinity Ùhms
