i seen places sellin CD Protection Mats claiming that they "help protect your discs from getting scratched "
some places i seen them at:

has anyone used one of thies? i dont think gettin one would hurt anything (would it) but would having one really help?

Rubber or plastic, if there's something like dirt on it, don't you think that the dirt can get too comfortable on the rubber, on plastic I don't think it will be an issue. Bah! what do I know...
By the way folks what's the PS2 process when ejecting a disc, does the disc get scratched, meaning that it can still be spinning when it goes to the tray?

Well I think these products were introduced when swap booting was pretty much the only way, and older Neo 2.x chips without the "EA brake" wire were being used. In other words, when people were using the "EA method" and the GS2/AR2 discs would come out spinning...something like that anyway.
Not much need for these now.
