Booting via browser only problem

I have a V4 PAL(scph30002) machine chipped with a Messiah1 which has worked ok 4 some time,but now will only boot from browser,never on start-up.Adjusted laser azimuth & cd & dvd pots-but made no difference.So removed the chip(Messiah1) altogether,& tried with original ps1 & ps2 games-same thing-boots perfectly,but only thru browser.
Seems like its missing the authentity check on startup????
Has anyone seen this b4????I assume a pcb fault.

I don't think its the laser......it boots 100%,but only via the browser.....even originals do the same.I could understand if it only occured on back-ups.I even adjusted both cd & dvd pots,to no avail.....& its usually the dvd or cd side going on a laser,not both.
