umm brand new 400c?? or comfirmed working. chekc out the disk activity. is it spinning ?
400c perfectly fits on V4. Did you desolder a blob of solder on lasers pcb? All brand new lasers have a blob of solder on lasers pcb.

I did indeed do a swap. The 400C came out of a toasted V9. It was toast because the owner tried his own install. Let's just say, OH MY GOD!
It was a quick re & re... no tinkering or adjusting of any kind. The DRE's are persistent, even after the swap.
take off the cover of the dvd drive and only leave the white hub. Do you even see the laser focusing ? does it click ? explain to us what it is doing.
Yes sir, it does both.... focus and click. With a disc in the tray I can see the laser attempt to focus.
