Do you guys actually tin EVERY solder point on the board before doing the final connection?
I've noticed that certain points such as the tiny cap/resistor ends on the clock and SCEx points don't bond too well. In fact, upon close inspection with an 8x magnifier, it looks like those chips are actually not metal, but a beige/tan material. Can anyone confirm this?
Any help or advise would be appreciated.

As far as tinning.. I've never heard anyone tinning the point on the board. You tin your wires before you place them to the point on the board.

No, you don't have to pre-tin any wires except the wires for the DVD controller points on V1-V4. For all the other points, just use flux.
The Yellow PS2 auto-boots all. PS2, PS1 stealth and DVD movies.

I flux and pre-tin all wire ends and any via or pad that does not already have solder and then flux and join to board. Makes a very tight connection and it makes the soldering easier. (no overheating)

put a tiny gob of solder in the tip the dip in flux then reheat end of wire to form nice round ball ( tiny tiny ball ) dip in flux again then solder to point. After doing about 40 modchip installs you kind of get good at it

From my experience, the resistors/caps CANNOT be tinned as these parts are not made out of metal and cannot bond with solder. This is why the SCEx and 3.5v points are the hardest to make a strong connection and why these points also are the easiest to mess up.
Please correct me if I am wrong.

I've installed over 50 mods. Tin all wires and points which are not already tinned (yes you can tin the tiny caps/resistors easily - you tin the very ends of them they are metal - you do not tin the component itself, its ceramic or something). Then just place pre-tinned wire over point and touch with iron. Very fast & very stong connection made this way. Have fun

m8 you just use you soldering iron over the point and it will (burn away) the (tan) material leaving the surface cable of holding solder.
Its similar to the VIA on a ps2 which you have to scrape first so that you can solder on them!!!!!!
Eg: A flux pen etc will work great! Hope this helps!
