Alright, let me start by saying that Ive never used/installed a CC before, so Im not sure where to go from here. The 1.2 Lite is installed in a v8 (GH-022 motherboard).

The chip is installed fine, to my knowledge (checked the points with a 5x lens, no shorts or things like that).

If I boot normally (from standby, press reset to turn on), the game identifys the disc as a PS2 disc (silver or blue) but will just return to the browser on selecting the game in the browser, or trying to load it from startup.

If I boot normally with the v34 firmware disc, it does the same thing.

If I boot in recovery mode (press reset to turn it on, then press reset 3x, pressing it as soon as the blue light turns on), it does one of two things, depending on what cd I used:
    - downloaded image -> boots normally, but never displays the PLAYSTATION logo, however, the CD spins up really really fast, and stays spinning (screen stays blank)
    - downloaded image, but with a 100mb dummy file included -> boots back to browser (if you pick it from the browser, it just boots back)

Im sure Im just missing something simple, but this is pretty urgent, as it has to go back tomorrow (been trying to get here for days, bandwidth error and such). Any help would be GREATLY appreciated.

I presume that if you are trying to boot downloaded games you installed the hacked version of the firmware.
What happens with original games ?

The fact that you can't boot the firmware CD form a stock chip means perhaps that there is something wrong with your installation... You should start with this. Moreover you won't be able to do anything interesting if you don't install the firmware and BootManager.

If I boot in recovery mode, it gets as far as spinning up the disc. Since Im out of ideas (checked over the install many times, even uninstalled and reinstalled a couple times) Im going to try different media at school today before giving it back to the kid (leaving on vacation tonight).

As for playing downloaded games, it wont even read applications like HDLdump, not to mention games that ive burned (that have worked before), but it does identify them, just not boot, which has me confused.

CC will not boot anything other than the firmware disc unless the firmware is upgraded. Booting in Recovery Mode is the same as booting with blank firmware.

Can the console boot originals when put in Hardware Sleep Mode?

    Yes it can.

However, I got sick of dealing with this, and tossed a Duo3 in it. Used the same BIOS points and CDVD points, and it worked perfectly.

Lets continue on though; so I can use this chip in something else, and know what Im doing wrong.
