No, there's not enough space on the CFlash. It has 1MB, BM needs ca. 700KB and ULE ca. 350KB. Besides that, ULE doesn't work from the CFlash, and the best place for apps is the MemCard anyways.

ULE can access or launch other ELFs from USB, but many apps are designed to run from MC and won't work correct when launched from USB.
BM can launch elfs too, from MC, CD, USB and HDD.

Your USB stick has to be formated in FAT or FAT32 to work with the PS2s USB drivers. Browse the CC Wiki for tutorials about app installation. Link is in my signature.

Currently not, but maybe with the next FW. If you don't want to waste CDs, you can use the installation via network. Tut on the Wiki.
