Slow FPS

Whenever I play Need For Speed Carbon, Bully, Area 51 or any other game, I experience low fps, is this because my game is a copy or that the PS2's have low fps in many games?

I think the PS2 is not powerful enough. MGS Snake Eater, GTA San Andreas (both original) have some slow downs too.

Thanks, I thought it was my DVD's that are causing the games to be slow.
