Having a similar issue here. I've never had this problem when fitting others and I've tried most of the new chips recently. The crystal 1.1 in this v7 PAL is the only one I've had a problem with so far. On power up the console acts as if there is no disc in the drive even though there is. When powered on the laser has a quick twitch but the drive doesn't spin. The chip LED lights green on power up and goes out but the drive doesn't spin.
UPDATE: Not sure what pressing reset from power on 3 times does but the green LED stays on on the chip. The laser lights for a second too. I've just been over the diagram again and checked joints for shorts with an eyeglass, I'm pretty much convinced all is ok connection wise. Can go into the bios ok, when looking to see what disc is inserted it just says "no disc" obviously as the drive isn't spinning. *scratching head*
For me the ps2 detect the good disc and the drive spin. It's not exactly same.

Look the picture. The ps2 detect a disc. X enter. O back. I press X, the screen come black and go back to the last screen. I tried firmware disk and real ps2 disc... same thing.

This doesn't sound anything like the common issues in this thread. I would say it's an install issue. Are you sure you have proper continuity on all points with no crossings?
I create a firmware disc 14 and with this cd my ps2 boot up. I have 4 choices. upgrade firmware, install boot manager, remove.....
My question is: If i upgrage my cc1.1 to 14. Is my ps2 will be working after.... because ps2 version 14 is supported by release 17 or more... as per the readme.txt of firmware 19.
