The wording on that could be misleading

You dont need BM installed to the memory card in order to boot back-ups with your CC. You do need the CC to be flashed with a hacked firmware to boot back-ups with your CC. BM should be installed however because that is where all the CC's features are located. With out it installed you might as well just have a duo chip installed in your PS2.

BM is only needed for online-gaming, RGB-fix, NTSC/PAL-patch, and so on..
