Diff. between Enhance and Minimal Mode

Can someone explain what's the difference between the Enhance and Minimal Mode?

also, can CC2 play dvd9 without toxic patch?

Enhanced = BM active, all fixes and patches active
Minimal = BM disabled, no fixes and patches

CC should be able to play DVD9 without the patch, but I never dared to try.

What does bm do for games? It's obvious what the patches do, but what effect does having bm active have? With the patches disabled can you still play backups (I'm to lazy to go try it at the moment)?

You can play backups without BM, but you don't have any advanced features.
BM provides the video fixes (PAL to NTSC and vice versa) and other screen fixes like screen positioning, the dual layer patch, auto-DNAS patch, MegaMemory patch, RGB green fix, basically everything you can adjust in the BM config menu.
