I only have DVD+rs at the moment.
Never have a need for a CD.
How can I make this bin file work on a DVD?

You could try to extract the bin with Isobuster or WinRAR, create a new data DVD and burn the content of the bin. (files: PS2.ELF and SYSTEM.CNF, folder: BM) You should add a dummy file too, e.g. a movie file with 100 or 200MB, doesn't matter, just to have more data on the disc, so that the PS2 can read it better. Drop the dummy file first, then the content of the bin. Don't know if it will work, never dared to try myself.
BTW, better use DVD-R media, that's better for your laser.

I broke down and bought a few cd-rs.
The damn things are twice as much as DVD-rs these days.
