About creating themes, there is already something in the ccwiki.
The only thing which is missing is how to create the TGA file with the alpha channel. But there is a page on another wiki which explain this very clearly. This is an Unreal wiki, but they use TGA with alpha for creating textures.
They cover the use of Photoshop, Paint Shop Pro and the Gimp.
Ok, I tried to complete the wiki to explain how to create themes.
I hope this will help.
The only thing missing is how to create font TGA image. I'll investigate that later (have to figure out how the stucture of the image is).

Your file misses the RLE compression, which is needed to make it work with BM.
The GIMP is a freeware program, so just d/l it and use it to make your TGA files.
