Is there something special that I need to do to play PAL games?

Might be a bad burn but when I put in a Pal game it says its a PS2 disc in the Browser but refuses to launch it.

Seems like it's a bad burn or a bad game you downloaded. Set your tv format to NTSC inside the option menu though.
