to restart a chip

My kids have put my chip on standby i think.
its 5 years old

and i think the chip is a

Matrix MXL-2

how can i restart it

its a MX4 i have opened up the console, originals playing fine, just not the backups. no boot from chip

picture enclosed as attachment of the chip and wiring

thanks to anyone ho can help me restart the chip
