MI Continuity and OTHER ISSUES V7 PS2 GH-019

I'm having one hell of a time with this PS2 between blown fuses and what not. Anyway, in testing fuses and solder points I noticed that points P, Q, T, U, and V are all "connected" in a way that it makes my meter beep at me. After desoldering from the board the points are still causing the beep on the chip. This isn't normal is it?
DETAILED PROBLEM DESCIPTION
PS2 powers up when either Power/Reset Button or Eject Button. Eject light only blinks 1 time quickly. This is only after power from standby and does not happen when resetting. There is NO VIDEO OR AUDIO. Screen blinks and there is a signal being sent as my TV picks it up.
I replaced PS14 and PS3, they were both bad. There is a small resistor right near where PS3 is printed onto the board that shows no continuity. The ps2 still will not funtion if this is jumped. I will replace this in the mean time but I still need suggestions on what may be happening. I've desoldered everything from the BIOS chip, cleaned it, and resoldered.
