The VGA boot CD is to enable the VGA box. It keeps a hack on the PS2 ram that will force the games to play in VGA mode. The most important thing is the VGA BOX hardware. The VGA function on the matrix infinity make you don't need the CD anymore. Also it has better compatibility than the CD.
About the game not being full on your TV, put the option to match your TV.
PAL will make the video out go on PAL format for the TV
PAL games have a bigger screen than a NTSC game. When a game exists on NTSC version get it and toss PAL games away. They suck. If the game is out only on PAL version, you have to reposition the screen so you get it in the middle and lose a little bit on the top and the end of the screen ... You gotta live with it ...
The only true solution is a 50hz capable RGB monitor. You get the best image for both NTSC and PAL regions and that's easy to get in Europe. That's why you don't see many euro ppl complain about 60hz games ... lol
