you must think i'm an idiot but looped a piece of electric tape on the bottom of the chip so it wouldn't touch the mobo. i was thinking that maybe when i put the gray shield back on it was compressing it to the point where it might have touched something
also i did try that out and it wasn't the problem. it'll prolly come to me in a dream ( i hope )
i'm thinking it's either my shoddy workmanship or the both of my chips are duds, i'm counting on the former.

I suggest covering the whole bottom and the top as well just to be sure that there is no contact.

hmm, I would go back to checking the wires with a multimeter then.

Odds are that two being duds are unlikely. But good luck on that tomorrow.

morning. i just tried the ps2 without the mod in and now the green light comes on but no sound or video. the disc doesn't spin either. the laser goes on so i'm stumped. I've decided to take it back where i bought it.

no video or audio is usually a bridge on the bios. before you scrap the project, you may want to check it over particularly in that area.

If you get this after modding a console check for solder splashes around the bios chip. Every a hairline solder splash can cause problems.
Check for a mod chip that has been incorrectly wired up.
Check all fuses on the board. If a needs to be replaced do not use a piece of wire - the fuse shorts for a reason. If you use a piece of wire you could end up doing more damage to your console
If all else fails, remove the mod chip to see if its causing the problem
