Not sure if I have missed something but has the USButil 2.0 been released as promised?

Maybe someone could attach it here, that site is in spanish and im guessing you need to register to view/download from that site. Some of us dont wish to signup just for that app, especially when we dont understand spanish and translators dont do justice to many forums.
