USBhdd not recognized –

I connected my external usb hdd formated to fat32 80gb but when i click hdloader it says nothing is detected, but when i go into ulaunchELF i could browse the hdd and all its contents.
Why cant i launch hdloader to install my games?

you should use WinHIIP to format the HDD to use HDL

I have some stuff i need still on it, can this tool create a partition and format that bit?

But it is still not going to work as long as he connects that HDD to the PS2 using a USB port.

I think you may have missed the fact that HDLoader only works with an HDD connected to an IDE port of the PS2 (such as provided by network adaptors for a fat PS2). It can never access an HDD connected by USB interface to the PS2.
For such usage there are other game loaders available, and the best of them all is "Open PS2 Loader", also known as "OPL".
OPL has completely obsoleted all other PS2 game loaders using the same media it uses.
(Internal HDD, External USB drives, networked SMB servers)
You can read lots more about it in its own subforum inside the main forum for "PS2 Homebrew/Dev" stuff, and also in its own dedicated guide area which is linked to from every single page in this site (and yes, OPL is that important here). Just look near the top of any page here for the link that says "GUIDE: Open PS2 Loader".

You should not do that formatting at all.
HDLoader is not the right game loader for you, so the formatting it likes is irrelevant.
