Ok so I bought a modchipped PAL PS1 and the NTSC games run but in black and white, now If i buy a PS Scart cable and use a Scart to RCA converter will the picture still be black and white?

You will need a fully wired RGB scart cable and a TV that can accept RGB over scart or if not an RGB scart cable then a TV that can accept NTSC colour frequency over composite.
I'm not sure if it does but i do own a NTSC Dreamcast and my tv shows that in full colour on my Australian TV
On ebay they sell PS Scart cables with an AV adapter. If I was to buy this, plug in the adapter and hook that up to my AV splitter should it show colour on NTSC games
What do you connect your Dreamcast to the TV with? If it is the same connector as the PSX, for example composite then I am baffled because if your TV accepts NTSC colour frequency over composite from one console then I don't see why it shouldn't work with all other consoles.
Without seeing the cable from eBay that you are referring to I can't say if it would work or not but if it is one of those scart blocks that you plug the 3 red, white and yellow phono plugs into then the answer is no, that will not work any better than what you are already using.
A fully wired RGB scart cable connected to a TV that accepts RGB over scart will bypass any colour frequency issues associated with composite or S-video connections.
I'm pretty sure the modchip in the PS1 just doesn't have the extra wire that plays NTSC games in colour. Using ImportPlayer fixes the problem most of the time
Whats the easiest way to convert a NTSC game to PAL and before you bring it up I've tried CCW, they haven't updated in years
