This Question wuld be best in the Matrix froum as this is DMS forum. TO anser your Question. NO chip will alow you to watch movies from other countrys just region free films(Porn and most $1-5 movies). What you need to do is Hold Triangle and Square then change dvd region to the region of your console and the moves shuld be back. IF you have a MI clone dont change setings or it will kill your cloned chip.

Ask Sony ? I don't know why it's this way. Maybe to keep japanese from watching euro DVD movies ?

This thread should have been closed as its not really a help thread but an info thread about the DMS section here.

Anyway .... how many times does this have to be answered .... here is a snip from the Toxic readme

Code:
Q: Why do I get the "TV system doesn't match" error while trying to play a
   DVD movie?
A: You will be presented with this error if you attempt to play a PAL movie on
a NTSC console. This is due to a limitation in the DVD player software and
currently there is no way around this. We are looking into ways to fix this
and hopefully a fix will be included in a future ToxicBIOS release.
Although I highly doubt this will ever be over come and really why would you be using your PS2 as a DVD player anyway. Its a game console ... get a real DVD player. The PS2 is a crappy DVD player.
