Today,
kmeaw, has unveiled a project he has been working on, titled the
Homebrew PKG Repository (HPR). The HPR is an app for your PS3 (or it will possibly be built into future custom firmware), that allows you to download and install homebrew PKG files directly from your PS3. The project is still a work in progress and still requires a master server before the app will work. Stay tuned to

Homebrew PKG Repository (HPR) is currently a WIP but runs on a PS3 with a built-in PKG installer, basically, it is a very simple embedded Web browser that can install PKGs.
It uses HTTP to download PKG files and supports a small subset of HTML, as the builtin PS3 browser is much better than this one in displaying HTML but it cannot install PKGs although a complex markup for package descriptions isn't necessary.
Finally, there is no download available yet because there is no master server at the moment.
