Looks to me like a normal unit with a "PAL" sticker stuck on it.

Little known fact here, Euro Debugging units were bright fucking sky blue! US units were a shiny emerald green.

You are wrong. "Blue unit" (DTL-H110x) was NTSC and PAL. "Green" (DTL-H120x) are next and better version (better drive).
