As you use SwapMagic I assume your PS2 is unmodded, and then the best solution of all for you is to install the softmod "Free McBoot". In itself this does not launch backup games, but there are other programs in 'elf' form for that ('.elf' is the standard executable format of a PS2, similar to ".exe" on a PC, and related to the ELF format of Linux). The programs most used for running backup games are HDLoader (IDE HDD), USBAdvance (USB HDDs or pendrives), and ESR (patched and burned DVD backup discs).
What FMCB itself does is to take full control of the PS2 boot, modifying the original Sony menu, and allowing you to launch any homebrew program you want. One of the main companion programs for use with FMCB (though it is a separate project) is uLaunchELF (aka: uLE) which you can use to handle filesystems on all PS2 compatible storage media (even access a networked PC), and which is also used for reliable launching of any elf on any of those media (FMCB itself can only launch from CDVD, MC, and USB). Together these utilities go beyond what you'd get with any hardware modchip in all areas except one, as it is still impossible to run PS1 game backups or imports.
FMCB and ESR are both amply described in the FreeVAST forum, and for more info on USB and IDE HDD usage you should visit their respective subforums inside the 'HDD Discussion' forum.
