Am I wrong in thinking that this exploit is as simple as installing it on your memory card and loading a backup on your ps2?

Sorry, one thing Ive noticed about this and other Ps2 homebrew is that there is not alot of clear cut explanations on how everything works.

Does this even alow one to play backups? I was curious becuase I thought the use of this would be to install it On my ps2 so that I no longer have to use swapmagic or a modchip

All the information has been posted in the official thread, but unfortunately it gets buried in the flood of posts that follow such useful information, so you may need to read thru a lot of posts or check out the Wiki made for the project.

In a quick explaination, the point of Free McBoot is to exploit your MC {any MC} and not need to use a PS1 game disc or any boot disc to run homebrew.

Simply inserting a Free McBoot exploited MC will boot a homebrew app named BOOT.ELF, other improvements are still under development and you can read about them in the official thread, if you wish to sift thru all the posts and find out. :)
