I was wondering if an application exists that will force 480p output over component video on the PS2. If it supported region free playback that would be even better.

Usa the PS2 Slim and a DMS4 modchip and you then have Progressive output on DVD movies and region free support.

I would rather enabled it on my existing playstation.

Good luck, I think only PS2 thin outputs Progressive scan for DVD playback. and DMS4 provides proper Region Free playback. Without those then Im guessing your f----d.

What benefit would the DMS4 give for region free that the region free movie "boot discs" dont have?

Other than Macrovision removal(which other chips also have), DMS4 will bring you no benefits in regard to region free compared to something like DVD RegionX and such.
FYI, I believe it was v9 that Sony introduced Progressive output for DVD movies.
I think the Xploder HDTV thing will allow you to convert movies to progressive though it probably won't look as good as "true" progressive.
