No it can't, and it won't. There are other programs dealing with such things, and we have currently no intention to develop uLaunchELF in that direction.

The only PS2 program which can run commercial games from a USB drive is USBExtreme (USBAdvance is simply a pirated version of USBExtreme).

All versions of USBExtreme (including USBAdvance) need the 'Macrovision Fix' of the Matrix Infinity chip (and all clones of it) to be turned OFF. That fix is turned ON by default, and can only be turned OFF if you have a genuine Matrix Infinity. With a clone that is impossible, and trying to do it will in some cases kill the clone chip.
There is one other way to do it with some of those clones though, and that is to boot the console with mod-chip turned completely off. (I don't remember exactly how, but it's in the Matrix Infinity docs, so search it yourself.) But then you have the problem of how to launch the ELF, on a console that then works as if unmodded. For that there are two main solutions, depending on what console model you have.
slim PStwo can use SwapMagic 3.6 (copies don't work, you need an original disc)
fat PS2 can use MC exploit
For each of those methods you can search for details elsewhere. It's been discussed many times before, and I don't want to go through it yet again.
Whatever method you use, I suggest that you let it start up uLaunchELF, and then use that to start whatever ELF you need to run with mod-chip OFF (in your current case USBExtreme/USBAdvance).

10xHonestly, I don't get some of you guys...
You're wiling to spend money on getting a PS2 with a mod-chip, but you're not willing to spend the effort of getting the instructions needed for proper use of it, by browsing the manufacturer websites.
I admit that there's a slight problem here, since you have a clone. You probably won't get much sensible info from the rippers that made it, as they'd then have to admit how crippled it is compared to the real thing. But you can still download stuff from the matrix site to see how it's supposed to work, and I already told you that the feature to boot with chip off should work the same for you. (Unless the cloners really blew their job...)
But just to get this out of the way, I will quote the PS2 startup info you need (from release package of MI firmware v1.82):
----- quote from MI docs of FW v1.82 -----
TURNING OFF THE INFINITY:
-------------------------
- Press START on joypad 1 until the writing "DISABLED" will appear on screen.
- Press reset once.
- The Infinity is now disabled until PS2 is turned off to Standby Position.
----- End of quote from MI docs of FW v1.82 -----
NB: That method has been valid for a long time, though v1.38 is the oldest version of the firmware that I have checked.
In any case, this is not a forum for mod-chip support, so please try to keep topics related to uLaunchELF here. There are lots of other forums available for unrelated topics.

Yes, this is one of their support sites, but they do have a site of their own too.
One of the best pages of that site is this: http://www.infinitymod.com/cgi-bin/matrix/site.pl?page=infinity_software
That is where you can find all the MI software downloads, and the instructions I quoted are in the 'readme' of the firmware release.
Edit:
Anyway this particular forum we are now posting in is still NOT a mod-chip support forum, no matter how many such forums exist on the PS2-Scene site. So let us please try to focus on matters related to uLaunchELF here.
