PAL RIP Convert into NTCS DVD?

If you get all the files for a PAL game on your HD, is there a way to burn it on to a dvd as a NTSC? I've got the matrix infinity chip and the firmware upgrade to play PAL files but when I put in a PAL disc, the screen shows cutoff from one of the four sides...usually the bottom.

By the way, when I say HD, I mean your computer's hard drive, not a ps2 HD.

[You will understand this comment after you read the guide.] Usually Sony DVD players resize the video for you, so I'm guessing the PS2 will do the same. I haven't tried it on my PS2 because I can't get -RW's do work, but my Sony DVD player played it fine.
